Save the file inside the CSGO cfg folder using that handy shortcut we placed on the desktop. Without that, CSGO will not recognize the file. I believe there is a way to force shadowplay to record at a desired resolution, but I'm over this whole pointless troubleshooting for the moment. This causes issues with shadowplay, because unless altered, it will record gameplay at the resolution at which the game was launched. Putting -h 1920 -w 1080 in launch options used to make this a seamless launch for me, but sadly even with that launch option entered CSGO still cycles through the default resolution of 600:800 (or whatever it is) before resetting to 1080p. Normally that is the file that needs to be edited to launch at your desired resolution. My video.txt file normally located in Steam\userdata\(USERID)\730\local\cfg is not present.

Everything seems to be working with the exception of the main menu volume and other volume modifications, and launching at 1080p isn't possible apparently. If you start CS:GO the next time, it will automatically work.
